Apprentissage et construction territoriale : une dynamique d’agencement ? : Le cas d’un territoire picard

Abstract : How to think of the territorial learning dynamics without subordinating it either to an aggregation of individual learning or to a substantification of the territory ? Our theoretical framework rests on the concept of “arrangement”. It is defined as a connexion between heterogeneous entities : technical supports, collectives of actors and space-times of interaction. This concept of arrangement enables us to bring to the fore a dynamics combing or revealing a double compromise between actor’s logic and territorialisation on the one hand and between order and disorder on the other hand. Our hypothesis is that a territory will be a learning territory if it proceeds from this specific dynamics, called learning arrangement. We rely on this framework to analyse the evolution of a French Territory, the Vimeu (Picardie). This case study indicates that this territory evolves in a very finalised and controlled manner, by the actors themselves. So it leads to weak learning by arrangement opportunities. This territorial evolution relies more on device logic than on an arrangement one. This leads less to a learning characteristic of the territory than to its better productive efficiency.
